Since 2010 I’m attempting to do it on a theoretical and practical way. I worked out a theory and methodology on it, which could be useful also for you. In December 2012 and Januar 2013 I presented the materials to the librarians who could implement them later on in their societies. I have now a lot of practical experience and many conclusions which I applied for the textbook which we (team within the KARTA Center) prepared.
